| Summary | It is an imperial decree issued in response to the petition of Molla Ali Beşe, a yamak serving in the fortress of Hotin. Ali held a mill and a boat in the village of Badraca? attached to the same town. Due to a water dispute between him and a certain Mahmud from the same village, the latter demolished his mill. Since Ali applied local court of Ismail to demand justice, his enemy began to oppress him.
